If they receive the same after-tax return (rent or imputed rent) then the tax system is tenure neutral. In this type of calculation homeowners are tax favoured. We shouldn't compare actual tax payments from the current housing stock to determine tenure neutrality.Anonymousnoreply@blogger.com
