Thus the benefits accrue to overseas producers as much as they do to domestic producers. Even more so, since overseas producers don't have to divert resources into subsidizing the basic research. Thus they can put more resources into exploiting the research.<br /><br />Basic research funding would have to be even world wide for all countries to benefit equally in proportion to their contribution.
